OR

Being smart was all Charlie wanted and that is what the operation gave him.

All in all, the operation did give Charlie what he wanted; he wanted to be smart.

The second way, with the colon, is correct. You read the colon as “namely”, so the sentence says,

… the operation did give Charlie what he wanted, NAMELY to be smart.

Rule for colon (see source below): “Use the colon after a complete sentence to introduce a list of items when introductory words such as namely, for example, or that is do not appear.” In this case your list has just one item.

First off hash marks in the first one aren’t used for correct punctuation. The colon is to strong of a mark for that sentence it should really be a comma but you could use a semi-colon if you feel it necessary. So you should have “All in all, the operation did give Charlie what he wanted, to be smart.”

The second one is the best like saying I only want one thing: to have money. A comma doesn’t work nor the — but you can use … also! NO ; is NOT right because “to be smart” is not an independent and complete scentence!
