It could be ‘tabula raza’, which means literally an empty tablet (like a writing tablet) or a ‘blank slate’.
The idea is that every baby is born with a blank mind, which can be filled with good things or bad things or any combination thereof. This was an idea of Aristotle.

I also think tabula rasa is the term that you’re looking for. I just wanted to add that it’s spelled with an s, not a z. John Locke used that term in writing about education, to refer to the way he believed that a child is born with “an empty slate”.
