It’s a takeoff of the old term “Rank and File”, meaning the lower echelon of a rigid military/bureaucratic structure. Low order of relevance. “The Rank and File complained about our new assignment.”

“rankin’ file” would be a pun on the term “rank and file”, which originally referred to the ordinary soldiers in the military — the term separated them from officers (who receive training and authority to lead). the vast majority of the military are composed of these enlisted and non-commissioned soldiers.

now the term can refer to the majority of ordinary members of an organization, those without the additional authority of their leadership.

It is not new. You have to spell it right. It is rank and file. It means soldiers that are not officers or NCO’s. Or in the corporate world, it means lowly workers.

At least I think this is what you are referring to. If not, I don’t have a clue as to what you are referring.
