It’s a slightly off substitution code. Count back two letters from the written letter to get the real letter, i.e. K ->J->I, so K = I

Using this translation method you get:

I wonder if Malfny is the heir nf Slytherin?

The P’s in the 4th and and 8th words should be Q instead, making the phrase a little more sense:

I wonder if Malfoy is the heir of Slytherin?
