it is a manner of speaking or writing that is rhetorical in nature.. that phrase or question which cannot be answered.. if a cow started laughing would milk come out of its nose.. since cigarettes can cause fires..why are they sold at gas stations where smoking is prohibited.. etc.. being rhetorical is applying the art of oratorical persuation with phrases that have no reply.. a rhetorical question has no answers..
