slipping (it is a present action). basically he was observed ‘whilst slipping’

i guess you mean that the secretary is typing, so it would be ‘to be typed’ because the thing will be typed (are intended to be) so that’s future.

‘to type’ would be if the boss was finishing typing off something

To pick a couple more nits, the secretary should ask “if” rather than “whether”. Secondly, “to be typed” makes it clearer that it is the secretary, and not the boss, who is to do the typing.
