Would not having the money for books be a good excuse for failure in college?

Please try to talk face to face with someone in the financial aid office and see if someone can fix this.
You are correct, it will be way too hard to catch up two weeks later.
Find out which of your books are in the library and don’t buy those.
Ask your friends if you can borrow the books and take great notes, photocopy what you think is important.

Do you have a credit card? Even one with a tiny limit- then get the books from amazon or half. I don’t use the bookstore, it is too expensive.
If not, apply for a job as a server- your cash tips will pay for your books.
It’s that building in your college where the (surprise, surprise) BOOKS are. Some libraries will lend out textbooks to student – find out what’s your school library policy is. Some professors also ‘put’ their copies in the library so that students can use them. Most of these textbooks can only be used in the library (meaning you cannot take them home). So…if you do want to bu the textbook when you get your check – just do this borrowing books and study at the library thing for two weeks.
My personal experience teach me that you can survive without buying the exorbitantly priced textbooks, especially if it’s only for lower classes. Borrowing from library (and yes, studying at the library which will cut your social time – unless you can get some friends to study with you) will save you monies to buy the more important textbooks in the upper div. classes
