Maybe a Masters is not offered in that field or the Bachelors are from two different fields. Some people just want to stay in school and keep changing their mind on what they want to do.

They shouldn’t. Two bachelors degrees does not equal a masters when you go to look for a job. It’s okay to get into a masters program that isn’t the same as your bachelors.
