A college has to fund a lot more activities than a high school does. A big example of this is research funding, and that college professors are paid more than high school teachers. Also, the colleges have to raise money in order to give competitive financial aid packages to potential students. The more that rich people pay at full sticker price, the more the college can use to get lower income prodigies to enroll.
