Where can I find info on Asian-Americans being targeted in the college admissions process?

In the California School System ASIANS and PERSIANS and ARABS make up the top 10% of the gradauting High School classes.
It could be poltical.
But from where I stand it seems like Acaemdically the Asians and Near Asians are doing the best in schools!
My Chinese Friend Fong had NO problem with Berkley, except he had a problem with their engineering department saying WHAT CAN WE TAKE OUT AND STILL MAKE IT STAND instead of WHAT CAN WE DO TO MAKE IT BETTER
So he left the school
His brother on the other hand, got a BS and maybe even an MS in Electonics and kept getting $50,000 bonuses to move from TI to HP and another $50,000 to move back from HP to TI
He retired in his 40s. He now buys and seels distressed homes.
