There are never fixed minima. For the top 20 or so programs, you probably want to be in the 60th percentile or so on the test. The GRE subject tests are done in such a way that the top American students tend not to do as well as considerably weaker international students. A lot of this is probably just that American undergraduate degrees are broader, but less deep. The GRE general tests are not terribly important unless you do really badly.

GRE scores are important in getting an admit from a top university but universities evaluate your overall profile. Your academics, SOP, LOR, your research publications etc. Now for Computer Science a popular MS course in a Top university you may want to get a very good score say 330+ and along with that any relevant paper publication, research articles, internships and excellent academics.
