Actually, there is little debate. It is about structure of government. A ‘town’ is often governed by a Select Board or Board of Alderman (often 5 people) who are elected by the people to serve staggered terms. A Select Board often works in conjunction with a Town Manager who is like a mayor but is hired by the town to perform managerial duties.

A ‘city’ is often governed solely by a mayor who is elected by the people for a set term. A mayor’s power is often greater reaching because the people have put the trust of a select board down into one person.

Any form requires changes to the towns ‘Charter’.

it can differ. Mostly like you can make a city by calling it but it’s not nessicerily a city. A city has a big population, but a town is mostly a subberbun state of a city. Kind of like a smaller city out side of a city. I know kind of confusing, but i hope you get it.
