Awesome (nature), sad, poignant, courageous, caring–& even comic (the goose).
Seriously, I wonder how many are aware of the imminence of thousands of dams bursting, bridges & overpasses collapsing, levees breaking? Some were built as long ago as the forties. Disasters waiting to happen. Even after the tragedy of the bridge in Minneapolis, polticians have ear marked projects for their cronies like stadiums & that ilk. Our intrastructure is going to hell in a hand basket. Yet we have money to spend on the continued slaughter of innocent people.
Does the groundhog know about that?

I believe they just have to revisit what causes the problem and make an assessment as to why it happened. From there they could brainstorm and come up with a good plan. A refresher course may not be the solution but to look for experts on the same field.
