should figure captions be above or below the figure itself?

journals put it below, but is it acceptable to put it above in non-peer reviewed publications?

In general, figure captions go below the figure, while table captions go above the table. If the publication is non-peer reviewed, you might look to see if it has any requirements for this. It probably wouldn’t hurt to follow the accepted format of placing captions below the figure, though.

People are used to captions being below figures so following convention seems the way to go even in a non-peer reviewed publication.
