Nothing in life is guarantee. If you get your PhD from big name university, you do stand better chance. However, that do not mean you will sure get a good job. There are engineers who graduates from MIT that are jobless too.

I encourage you to do your PhD in big name university for Political Science. However, the degree may help but it is not everything. Do try to do internship to establish your record and set up a network for yourself. Upon graduation, do be humble, and do not deny $40K or $50k job, because it may grow to be something bigger in the future. Do note that your first job may help you to get your second job, which may help you to get your third job, etc. You gain work experience and you expand the circle of friends in your business as you work.

Stop worry about all the details. Get the degree and work your way up. I wish you teh best of luck.

When you apply and/or interview for the PhD program, ask that question. Most institutions have a strong alumni program and can help you get a job. You might want to meet with other graduates of the program to find out more about their careers. And many times they will take you to lunch which is always a bonus.

The doctorate itself does not matter as much as the skills you acquire. The key for a federal government job is fluency in statistical methods. So if you do decide to do a PhD, make sure you focus on acquiring and refining (and publishing) using statistical methods.
