may I have IELTS score instead of GRE if I want to apply for graduate school

No. The IELTS is a test that basically shows you know how to use English. It is helpful for international people in coming to America and finding a job or whatever. It does not, however, measure the things that the GRE measures and thus you will still need to take the GRE to get into a master’s program. You may want to go to ets.org if you are worried about the exam. It has study tips available. Also, I believe the test can be offered in different languages so you may want to check and see if yours is one of them.

No, GRE is mandatory of graduate school. If its not in some universities, its no use to go into them.
