Traditionally that is the case because colleges prohibits the transfer of credits to other colleges in the middle of a term. They only let their students to transfer once they finish a term they enrolled in their college. Another disadvantage of this action would be the waste of tuition. Some colleges don’t give a full refund to their students. However, you can get in to the university that you desire once a term had been complete, like the spring term.

No, it is not true. In fact, some programs I’ve seen need to be started in the Spring Semester to finish in a normal amount of time. Fall admission is just the “normal” enrollment time frame (ie. 85% or more of freshmen start in the fall semester).
