Is it possible to be in one master’s degree program, and then transfer to another one?
For instance, if a master’s degree student from the University of Michigan – Flint wanted to transfer to the University of Michigan – Ann Arbor, what does s/he need to do to transfer successfully?
More importantly, is such a transfer even possible?
*Please keep in mind that I’m talking about graduate programs, not undergrad.

It’s sometimes possible. It depends on the university. You’d need to check with UM Ann Arbor.
For example, Columbia University won’t accept transfer students into their MBA program. NYU will accept transfer students, but won’t accept any of their credits – you have to start over. Fordham will accept the student and a limited number of their credits.
So it’s worth asking, but don’t be surprised if, best case, you can transfer, but only take 9 or 12 credits with you.
