In scientific journal atricles, what determines that order that the author’s names are listed in?

The person funding or advising the research (aka principal investigator) is last. This person is usually the professor.
Everyone inbetween is listed, on basis of their contribution to the paper, from most to least.
So in your example, Kenneth L. Risenhoover did the research, Luigi E. Morgantini was his boss, and Lyle A. Renecker either helped Kenneth or was involved in some significant aspect towards the project’s completion.
In some cases, where there is a large project, where the contributions of many authors are similar, some or all of the authors’ names will be in alphabetical order.
In the biological science, often the last author is the head of the research group, rather than necessarily the person who contributed the least.
