If you transfer to an university in the summer, is it easier to be readmitted for fall?
If I were to apply during the summer semester in an university, does this mean I can stay at the university for fall?

It depends on what type of student you are. If you are nondegree then you have to apply for admissions to the university. If you are a degree seeking student, then all you should have to do is register for classes and financial aid in the Fall, if you choose to do so. I would talk to an admissions counselor.
