Computer graphics? Where?

Computer graphics, actually, is a field where the level of instruction is fairly high across-the-board. Where I teach–Edison Community College in Ohio–our advertising art professor has authored something like seven textbooks and his students turn out professional-looking stuff on a regular basis.
I’d steer away from Ivy League schools and instead I’d look for a program at one of your state’s universities.
Now, the question comes–what kind of career does she want to pursue with her skills? If she doesn’t want advertising art, but instead maybe to work as a special effects person for film, then she needs to find a film program that will give her those opportunities–the best ones are out in California, UCLA and Berkeley etc.
You might consider taking her to a nearby community college and asking the career development people there to help you narrow down universities based on her specific career interest–or, if she doesn’t have a specific career interest yet, they might help her narrow it down. And in the meantime you can check out that community college’s computer art lab and see if they have samples of student work–and if she can start at the CC and then transfer to a four-year, the cost savings could run into the tens of thousands with no compromise in educational quality.
