Wolves are social animals.Howling is a kind of ‘singing’ that has a communal purpose and declares the wolf’s territory. They howl to keep contact with other wolves and are able to discriminate pack members from rivals.Their howling can cover great distances.They usually howl during twilight hours whether the moon is visible or not. And, they howl more often during breeding season and the subsequent rearing process. They also howl when they are nervous. I think it is simply coincidental that some of their howling occurs on moonlit nights.

Wolves howl to each other, not at the moon.
A full moon does present good hunting opportunities though, so the wolves (who usually live in rather small groups) call to each other to set the meeting place and times and all that. So to speak.
