Who invented the “pistel whip”?

Are you talking about a new cocktail, or whipping someone upside the head with a handgun? If it is anything to do with adult activities, I definitely don’t know. If you are asking about the whipping upside the head thing, it was invented back in the days of muzzle loading black powder pistols. Most fighting back then, took place at very close range, and after you used that one shot, using the rather large pistols at the time as a club, was a no brainer. It took a minute or so to reload, so they probably used it more as a club, than a pistol. My two cents………
