I don’t see a connection between the two.

“Lights” is a sweet, sappy tribute to San Francisco, due to the band being Bay Area folks.

“What’s Goin’ On?” is a heavy, serious plea for the end of racism, violence, injustice, etc. in the country.

They are very different songs, and I don’t see why Journey would feel the need to respond to Marvin Gaye on this issue, especially by only focusing on SF. But then again, people from the Bay Area…

EDIT: Right after I submitted this, I had a flash of intelligence briefly pass through. You might be thinking of Otis Redding’s song “Dock of the Bay”, not Marvin Gaye. This mentions leaving Georgia and being in San Francisco and feeling like there’s nothing there to live for. So Journey might be saying, Hey, it’s our city and we love it. Too bad they gave Otis a hard time. The poor guy died right after he recorded that song.

The Truth Hurts! Ouch!
I don’t know, but Neil Schon is an a**hole. The solo on “Lights” is terriffic, but the guy’s such a jerk that I can’t even listen to it.
