Construction workers are important to society. Construction workers build bridges. (Is this last sentence a pun)

I don’t think so because it is not clear-cut. The idea of “building bridges” within society is limited to people with highly developed social awareness. So at best it could be considered an “in joke.”

Not yet. Construction workers can literally build bridges and be important to society.

If you go on to talk about how construction workers build bridges between different ideologies or segments of the community then it would be a pun.
