If you ask the owl, it’s three licks. If you go with statistics, a study a while back found that the average is actually about 142 licks, though as we’ve seen from previous answers, the numbers are spread out over a fairly large range.
The group that did the study was a group of college students, which may explain why their figures are so much lower than many answerers are coming up with. Many of the people coming up with larger numbers are kids, whose smaller tongues naturally would take off less Tootsie Roll Pop per lick. Also, kids are probably in more of a mood for enjoying the Tootsie Roll Pop, and will want to make it last as long as possible.

My daughter actually did this once, when she was 7…she counted 327 licks, sent the Tootsie Roll Co. a letter telling them and got a certificate of appreciation from them for it!

Great question! I tried it when I was younger and I made it to about 1237 licks, before I couldn’t handle it anymore and bit it. However, the tootise was showing, just not really completely, so I am sure somewhere close to that number
