Its an old magician’s trick lightbulb. It is totally self contained; there is a small electric bulb and small battery inside the “light bulb.” The bottom of the bulb are the two contacts. When you would hold something like a penny or piece of aluminum foil across the contacts, the battery would complete the circuit and make the little bulb inside shine.
Fester (Jackie Coogan) would hold a piece of foil in his mouth and then push it against the bottom of the bulb causing it to light.

Fester, definitely. The whole cannibalism thing with eating of the flesh and the blood. I always thought UF had a taste for humans, didn’t he?
