I assume you mean natural numbers when you say counting numbers

the answer is both

closed means if you add any two numbers of a set then the result will be in the set also

Rational Numbers are closed under +, -, ÷, ×

natural numbers are closed under + & × but not under – & ÷ since 2 – 3 = -1 is not a natural number

and 2 ÷ 3 = 2/3 is not a natural number
