What’s the easiest way to use an Oregon teaching license to get a California Credential?

I want a single subject California teaching credential (I want to teach high school band). I have a BA in Music Education and have passed the CBEST. However my partner will be in Oregon for the next three years so I was hoping to get my licensure in Oregon, then find a way to transfer the work to California when we move back.

I looked in the California Code

http://www.leginfo.ca.gov/cgi-bin/displaycode?section=edc&group=44001-45000&file=44250-44277

Do a find for:

44274.2

It says that you will be given an initial 5 year license if you have met equivalent teaching standards in that other state. That have reciprocity arrangements.
