It depends on if the child show interest in it. The child might need some encouragement if he or she still doesn’t show any interest of using a pencil by age of 3.

For a normal child it should be between the age of 3 to 6 years old (preschooler). At the age of 3 or 4, motor control should be pretty much stable and the child should already be able to hold a pencil and try to write. That’s is why this age bracket is called preschool because it is a preparation for the school age which is in the range of 6 to 12 years old. Teaching the child to do should not be imposed but should be done by motivation and encouragement.

That is a fine motor skill and depends on the child’s development level. I would say if they are ready, age 4 or 5.
