Where do school lunchroom recipes come from? USDA? State nutritionists? Independent school systems?

If you know or care to guess, please feel free to answer this inquiry. Keep in mind that quantities vary from school to school and economics may be a key factor in the selection of products that are used.

The menus are determined either by a school or system wide basis.

Many schools particularly those of a higher level have student s participate in making up the menus. The federal government provided free foo to the schools. To an extent the menus are determined by the food that is available. Very frequently the state has guidelines for healthy meals and the schools obey since most lunches are subsidized even for students who do not receive free or reduced price meals.

Another item is that food tends to be cheaper at certain times. That is taken into consideration.

Many foods that schools receive are precooked or frozen, I think that there is very little use of recipes for that reason. It is mainly ordering and menu planning based on local, state and federal regulations.

It does depend on the school system. Where I live, each school used to make up their own menus. Then, a few years ago, they went to a county wide menu. Now, the woman in charge of the food program for the county makes up the menu and every school in the county uses the same menu. They have cook’s choice days every now and then so the cooks at each school can choose on those days. They do a lot of those at the end of the school year, I guess so they can use up whatever food they have left.
