Well, you seem to have good overall grades, but admission officers look at the whole package and that includes your grades, GRE scores (if required), essays, research work (if required or available), and recommendations. Contact the admissions office at the UW Electrical Engineering department and inquire about more information. You will need to submit your academic transcripts in English, and you may need to get them officially translated and analyzed. If the highest percentage grade in your class is 80%, then your 78% may be the equivalent of an A.
