Most forms of electronic communication are asynchronous — there is no guarantee that the recipient is getting the message within a certain time frame.
E-mail is generally quite reliable and fast. If you are finding that it is not fast enough, switch providers, at least for this purpose. Create a Gmail account and have your friend on the other end do it too. See if this is any faster than what you experienced before.
Crap e-mail services probably won’t cut it.

Um, call this friend? Or call a mutual friend who can pass the phone on to this friend?
Or use an Instant Messenger (IM) like Yahoo Messenger, MSN, AIM, ICQ, that sorta thing. Your friend has to have internet access and the same IM to be able to get the message, though.
