It’s a double negative. It means not for anything.

In addition to what Derek said, it means that you are learning the local lingo. Of course you shouldn’t use it yourself; but don’t criticize anyone else for doing so.

It seems to me that everytime I hear that phrase is when someone’s about to give me advice that I didn’t ask for. Kind of like, “Not that you asked, but….”
