Socially maladjusted students are often seen as predators with typical emotionally disturbed students viewed as prey; placing these students in the same classrooms is a nightmare for both the emotionally disturbed students and the staff.

on an individual level, its gotta do with poor social skills. for example, difficulty interacting with others, making friends or maintaining meaningful relationships.
on a broader (societal) level, this type of individuals will have problems understanding and abiding to societal norms. for example, avoiding taboo topics at certain occassion.
generally, social maladjustment appear as inappropriate and difficulty adhering to the “norms”.

Someone who has a regular pattern of violating societal norms with truancy, substance abuse, a perpetual struggle with authority, is easily frustrated, impulsive, and manipulative. It doesn’t have to be all of the above, but it generally includes most of them. So basically, someone that not only refuses to conform to basic norms (which isn’t a bad thing at all) but does it in away to be disruptive and not to be an individual.
So…..
Having pink hair, piercings, and listening to EMO rock = OK
Having pink hair, doing drugs, skipping school, disruptive, etc = NOT OK
