Is re-enquiry can be done after a re-enquiry in a departmental enquiry?

An enquiry was performed against a Bank Officer.Orders for re-enquiry were passed. After completion of re-enquiry,again an order have been passed for another re-enquiry. Is this order of re-enquiry after a re-enquiry is justified?

Inquiries of any frequency can always be justified by the kind of result being sought for. After all, inquiries are questions asked to find answers. However, similar inquiries repeated over time is a sign of weakness, either in the persons making the queries or the policies of the bank. In fact it can be harassment when malicious intent is involved.
