Because he was talking about the states that represented bondage for many years. The southern states of Georgia and Mississippi are the places where King and his followers spent alot of time fighting racism. So that one day the former slave owners would sit down at the table with the former slaves. It was an attack against the south.

He mentions the states to try and make it sound personal to the people in those states, so they thought it was directed at them, because the southern states was where there was the most racism against blacks.

I think it was probably because he wanted all of his speeches to relate, and when he mentioned specific places that probably helped people relate and paint a picture in their mind of what he was talking about.
