It’s a metaphor for life. Think about it. Storms can be dangerous and troublesome, so can life. Learning how to deal with unexpected upsets is how we become mature and capable people. It’s a fine metaphor, by an excellent writer and used by many other prominent people.

It means as you learn to sail your boat you start to know things that another person would know (of course in this case, sailing) You are not afraid becouse you know what to do in a storm when your in a boat.
