Im looking for a definition of the meaning of the phrase “when men were men and sheep were nervous” what does that mean? Why were sheep nervous?

It’s usually “WHERE men are men, and sheep are nervous…”
Being from east texas, where men fit this description, the sheep are nervous because of the advances of the men 😉
