If the second set of quotes should have been after levee instead of mean, it means that there is flooding behind the levee, i.e. someone is literally in deep water that is about to get deeper.

The other person that answered this question gave you the correct answer but just so you know what happened in Louisiana the levies broke and that is why averything flooded so bad.
