F. Scott Fitzgerald’s quote is applicable to both real life and fiction. We tend to view a hero as someone who commits an act of heroism. That’s one definition, but Fitzgerald’s quote addresses a more comprehensive notion of “hero”.

A hero is someone who goes far beyond the norm in their quest (e.g. search for meaning, love, purpose, etc.). In order to do so, she or he must possess certain admirable traits, such as determination and courage, as well as an ability to overcome huge obstacles. The archetype of the hero has to do with going through trials and tribulations before reaching her or his journey’s end. Having transcended hardships (e.g. tragic events), the hero becomes inextricably changed. It is through tragedy that the hero grows.

it means, where in classical literature and in many stories, most heroes are closley followed by trajedy, take hercules for example, basically tradedy and heroes go hand in hand.
