You have a choice between
‘Eating to live’ which is purely a basic necesity of life which some people in poor countries suffering from famine are desperate to do
or
‘Living to eat’ which is a much more pleasureable way to live being free from the worry of not being able to get food to eat.

Sounds to me, like this quote is catering to the obese. I don’t quite understand why one would “live to eat”, just so you could enjoy life to the fullest. I don’t know where you got this quote, but it is misleading, to say the least.

If one eats to live, then the only purpose of food is to keep one going to pursue whatever other joy one finds in Life. That means one is missing out on whatever joy there may be simply in the process of eating.
Of course, if the saying goes so far as to discount those other joys, and one takes joy only in food, there’s a lot being missed by that as well.

It actually is saying things in reverse, what it means is:
In order to enjoy life to the fullest, we need to eat, so that we should be able to live.
got it?

I dont encourage this sentence, but I’ll answer your question. Here it means that ‘human life is short and doesnt come back if it is wasted. So keep experiencing all the luxuries of life.’
