Its basically saying that even though the candle is little, its light still brightens the darkness.

kinda like that whole “one person can change the world” type of thing

It is a simile comparing the light of a candle in the darkness to the societal worth of a good, noble or selfless act. The candlelight can be seen from a distance. A good deed travels a great distance by influencing the actions or conditions of another, who then might do a good act as well.
