According to Locke, we are born with natural rights. We can exercise these rights to life, liberty, and property, as long as we don’t interfere with the natural rights of others. The government acts as our agent in exercising these powers, so without the government, or law, life as we know it would become a “free for all” so to speak. We would all become tyrants.

The definition of tyranny is dominance through threat of punishment and violence. So without law, we’re subjects of whoever is the strongest (or meanest).
Mr. Locke evidently believes that law makes everyone equally powerful.
