The poem is speaking to the snow-drop flower, which blooms in winter and is gone before spring. After describing the difficult conditions where the flower lives, he says “Yet art thou welcome, welcome as a friend whose zeal outruns his promise.”
It makes me think of someone who has a lot of early enthusiasm (at the beginning of a project, for example, or a relationship). There’s so much enthusiasm that it overcomes difficult conditions. But there’s not a lot of endurance, not a lot of staying power. They run out of steam before the thing really gets going (before winter turns to spring).
I hope this helps.
