2.Newpapers tell the story of how things appear to be happening. The public decides what the outcome of the event is.
And the stories they produce are snippets of history.
The second quote, I’m not sure. They, the journalists, tell the public whats happening, ‘which way the cat is jumping’. And then the public will decide if they agree. If it was a political story they might later show their disapproval by voting against the people who stirred that cat.
