What does “Behold the turtle. He makes progress only when he sticks his neck out.” mean?

You can stay in your shell, or your comfort zone as some call it. However, so long as you are in that shell, or comfort zone, you are not moving anywhere. Once you stick your neck out ( picture a turtle out its’ head and feet from the shell ) you can move and go somewhere and see something new. It’s also a play on words as the term ” sticking your neck out” means taking a chance. Sticking your neck out allows you to think outside the box. Or shell, as it were.
