Yes because you enrolled in the class, therefore occupying a seat in the class. Never withdrawing officially never opens up that seat to another potential student, therefore leaving the class below its maximum student capacity.

As all college students know, getting into classes can be frustrating when you need the class only to find that it is full. Not withdrawing when you plan not to attend is taking up that space for a student who might have otherwise actually attended that class. This means the college would be losing money if they allowed you a full refund for simply not attending but remaining enrolled because you never opened up that space to another student. If you consider it that way, it makes perfect sense that they expect you to still pay the price.

If you signed up, but didn’t withdraw, then you have to pay for the classes you signed up for. If the college cancelled the class (sometimes classes are cancelled due to low enrollment) then you can file for a refund of the tuition fees.

Unfortunately yes…In some cases you can provide proof that you never went to the class and go through a process with the instructor as well as the office of records…this can be laborious..but it can work.

Yes, because you enrolled. Doesn’t matter that you never showed up, you signed up for them.

Yes, but more importantly your grade is FAIL which lowers your overall grade point average, and you can get kicked out of college unless this is cleared up.
