Pick something emotionally charged and you can’t go wrong (age of consent laws for example – http://www.youtube.com/watch?v=axr-mTQ-fQk ).

Any time you pick sides of an emotional issue you *will* have the attention of the audience.

I would use”Think about this, you are The President of the United States…” I would use that, because I did use that but I wont lie, I really have no idea what the rest of my speech was about because I wrote it the day before I gave it and after that I never looked at it again.
