Report it, and report it soon. You want the school to have records and keep tabs on this guy when it becomes a pattern (and it sounds like it already is). Also, some schools cover this kind of thing up, so keep personal tabs of his behavior.
Definitely make sure your parents know about this, too.
Firstly, a teacher shouldn’t call someone sweetie, not in high school years.
Also, the hand on the back incident is rather strange to,
He could be doing it to show support, but you say he keeps his hand there.
Have others in the class noticed this ?
I suggest that you try and video record or a take a picture of him doing it to someone, that way you can tell another teacher, you should also talk to your parents about this.
When he said ‘ Wear your glasses, you look good in them ‘ He simply could being trying to help the student feel more confident wearing them, just like you would say to a friend wear them you look great. However, he is in a role of an authoritative and trusted position, so no he shouldn’t be doing any of the things he is doing.
You probably aren’t the only one feeling this way. Some of the other girls might be feeling this way also.
However, it is hard for me to come to a conclusion from your post as to whether the teacher is overly friendly to the girls out of inappropriate motives. He might just come from a family or culture where this sort of behavior was the norm, and was not considered inappropriate.
On the other hand, he might have been attracted to this job so that he could be overly friendly with sweet young girls.
In any case, this behavior is apparently getting in the way of the educational process here, so I think it needs to be changed.
If you don’t feel comfortable confronting him about this (with another student(s)?), you could report it to the principal and/or school counselor. Just report the facts without making any conclusions as to what needs to happen or whether this is sexual harrassment. But, be sure to say how it makes you feel.
You aren’t responsible for any actions the school might make. You are just reporting the facts of what is happening so the principal knows. Then, it is the school’s decision how to deal with it.

I suggest you discuss the matter with another teacher or school administrator who you can trust to keep the discussion confidential, and who you trust will give the math teacher a friendly warning that his behavior isn’t quite appropriate for the classroom.
If that doesn’t work and the inappropriate behavior continues, then the next step would probably be to make your concerns known to the school on a formal basis.
